The Ghost Council were the main antagonists of The Ghost and Molly McGee. They were in charge of making sure Ghosts in the world cause misery in their respectable towns. If a ghost failed to keep misery high in their town, the ghost would be sent to The Flow of Failed Phantoms before it was destroyed. Scratch currently led the council as the new chairman until he gave up the robe, so it could find someone worthy. They are most often seen at the Dark Dias.

History

They made their first appearance in "The Curse" where after they reviewed a ghost and her failed attempt to cause Misery in the town she was in (She explained that she couldn't compete with the animal shelter due to them having puppies, which the Council expect her to do.) and sentence her to spend all eternity in The Flow of Failed Phantoms.

Exactly what their paperwork entails, outside of scare reports, is unknown. However, if done wrong, such as simply stamping the wrong scroll, it apparently has the power to cause whole locations to explode.

Members

The council consists of four ordinary ghost members named, from left to right, Lucretia, Sir Alister, Grimbella, and Bartholomew. They are lead by a chairman, who in Season 1 was The Chairman, and in Season 2 was Scratch.

While they appeared in Season 1 regularly, we didn't learn much about them until Season 2. The song "Enjoy Your Afterlife" hints at details of their separate personalities and interests in the Chairman's absence. Sir Alister mentioned that he always wanted to play the lute before he became a ghost, Bartholomew is incredibly dedicated to doing his work, and all of them genuinely enjoy doing their jobs, despite how boring it may seem to others.

Trivia

• When not doing paperwork to make sure all "lesser" ghosts are doing their jobs right, or interviewing said ghosts on their performances, all the council members... except for the Chairman, which remains fixated on each town's misery meter during the council's absence... spend their free time at a club called the Haughty Haunts Club, which is so strictly members only that it has its own bouncer to keep less popular ghosts (especially Scratch) out.
• They seem to have twisted standards when it comes to each ghost's monthly scare quota, as they ignore the fact Scratch scared the pizza man multiple times yet point out he's one scare short when they found out "Billy Palmer" and "William Palmer" are the same person.
• Despite being all about making humans and their hometown's miserable, they apparently didn't replace Scary Sven as Perfektborg's main ghost, as that particular town continued to be perfect and happy when Scary Sven got banished to the Flow of Failed Phantoms for eternity.
• Excluding the meeting announcer (who is clearly male), and Chairman (who everyone claims is male, but is also a reaper like the embodiment of misery itself), the non-reaper members of the Ghost Council consists of two male ghosts and two female ghosts.
  • Though this may or may not be accidental, the fact that there are four actual ghosts on the council practically spoofs on Asian superstition, as the Chinese word for the number four is pronounced the same way as the Chinese word for "death", and is thus an unlucky number.
• They find typos on paperwork hilarious and waste no time ribbing their underlings for it when they find one, especially Scratch who once wrote his "Scare Report" as a "Scar Report" and used a bunch of sentences in which "scare" and "scar" both make sense in a tacky attempt to make a pun of the situation at his expense. Even so, after having their fun (and a good meal, via Scratch tricking them into thinking the menu items for Grandma Nin's Hungry Ghost Festival were the fruits of his fear-inducing labors), they took the time to remind Scratch to spell check his paperwork before turning in the next report.
• The credits of "The Very Hungry Ghost" revealed the names of the Ghost Council members before they were officially revealed in Season 2. It was thanks to the voice credits that we were able to deduce which name belonged to which member at the time.
