Carl Bates is one of the teachers in Brighton Middle. It is currently unknown which topic he officially takes, but with the school clearly understaffed, he most likely takes up all the courses that Miss Lightfoot and Mrs. Roop don't teach, though his favorite topic is clearly being (or at least substituting for) gym class, as the thought of obstacle courses seem to excite him.
In "No Good Deed", Mr. Bates didn't get along very well with the other teachers, until Darryl uses a fake note from the Principal to trick the teachers into thinking that they were going use an elaborate escape room as a team building exercise, when in truth they were really sent to prison. After they've escaped, he is in better terms with his fellow school staff.
Despite being a tough customer kind of teacher who treats everything like he's in the army, Mr. Bates seems to have a soft spot for animals. In "Goat Your Own Way", he is in charge of the County Fair's 3A club (a parody of 4H), and he initiates the new members with the project of training goats, verbally warning those who were given the task "Do not be fooled by their cute eyes and their adorable fluffy tails" before insisting that the goats would be in much better shape if trained using his "Command, Click, Reward" method. His love of animals, and tendency to see them trained properly, is shown again in "The Lucky Penny", when it is revealed that he brings his pet corgis to school on several occasions, though he doesn't seem to clean up after them even if they do their business indoors.
